“The last meeting to plan the assassination of Rwandan Ex-Spy Chief, Colonel Patrick Karegeya, was chaired by General Paul Kagame himself, in Rwandan External Intelligence offices located in Gikondo neighborhood of the Rwandan capital city, Kigali,” sources within Rwandan External Intelligence services told AfroAmerica Network. “The last meeting was to finalize the details and receive the stamp of approval from General Paul Kagame, “ the sources added.
According to the sources, a series of meeting to plan the assassinations had been held in the same buildings. The buildings used to be the offices of the exiled Rwandan magnate, Felicien Kabuga, who is currently sought buy internal criminal court (ICC), for his alleged participation in the killings during the 1994 Rwandan civil war. These buildings, along with other properties belonging to the magnate, were seized by the ruling Rwandan Patriotic Front (RPF), and used by the intelligence and security services or “sold” to RPF sympathizers. One such building, located in Muhima neighborhood serves at the official headquarters of the Rwandan intelligence and security services.
Who Was Involved in the Planning of the Assassination?
According to the sources, the leader of the team was Major General Jack Nziza, the military adviser to the Rwandan dictator, General Paul Kagame. The team included: Colonel Francis Mutiganda, director of Rwandan External Security, Lt Colonel Charles Matungo, head of General Paul Kagame’s presidential guard, Colonel Grancis Gakwere (see our article: Rwandan Alleged Assassins of Patrick Karegeya Arrested in Mozambique of January 15, 2013), Captain Tuyisenge General Paul Kagame’s personal body guard.
