Uganda's Yoweri Museveni and Rwanda's Paul Kagame are two of the African dictators who have been holding on to power the longest.  Despite their brutal and bloody rules, the two dictators have held onto power mostly through repression, kidnappings,  killings, and disappearances of real or supposed political opponents, journalists, and activists.  AfroAmerica Network has been reporting on the scenarios secretely investigated or explored by their closest advisers and family members.  In the pursuit of the strategy, the two key leaders are already ahead in the preparation of the plan of actions.  Anticipating chaos after their departure, the top priority for the two leaders has been the preparation of their succession to the throne by their son and daughter. The last visit of Paul Kagame  officially to attend the celebration of the 48th birthday of Lt. Gen. Muhoozi Kainerugaba, Ugandan Land Forces commander and the purported heir of the throne of his 77-year old father, Uganda's President Yoweri Museveni, is part of the plan. However, according to sources, the welcome Paul Kagame received from Yoweri Museveni was weird at best, if not the most disrespectiful.

In fact, after years of real or faked conflicts between them and among their closest aides, some initiatives have been taken publicly. These initiatives were recently highlighted with the visit of Rwandan dictator Paul Kagame to Uganda after many years of distance, officially to celebrate the 48th birthday of  Lt. Gen Muhoozi Kainerugaba. The visit was a major step in the activation of the  steps of  the top scenario already in action, as previously reported by AfroAmerica Network.

  Long Term Toxic Partnership Between Ugandan Yoweri Museveni and Rwandan Paul Kagame

Yoweri Museveni, as his political godfather,  helped Paul Kagame to launch the invasion of Rwanda in 1990 and to conquer power through an unprecedented bloody civil war. To date,  that invasion has led to massacres, genocides, and war crimes that have resulted into the deaths of more that 10 million Rwandan and Congolese civilians  over the last 32 years, as documented by several government and non-government institutions around the World 

By their brutal and bloody regimes, the two dictators have held onto power,  initially openly supporting each other and making sure their respective critics and real or imagined opposition leaders were kidnapped from Rwanda or Uganda,  and sent back to their country of origin, whether Rwanda or Uganda. However, in recent years, apparent tensions between the two leaders came to light. In fact, since 2017, the two leaders, who were  constantly in close contacts through incessant mutual respective visits,  abruptly stopped meeting each other, with their respective security and intelligence services blaming each other on various political, economical,  and security issues.

 Meanwhile, after almost 3 decades of relative respite, waves of military coups and coup attempts have returned to Africa. The stakes being  high, some leaders, especially those labelled dictators, have already been preparing for potential coups against their reign, readying and organizing their close associates and family members for the worst scenarios.

Hence, in the execution of  that succession strategy Rwandan General Paul Kagame and Ugandan Yoweri Museveni, rushed  ahead  to ensure the smooth inheritance of power by their children.  In fact, following the report by AfroAmerica Network on the scenarios secretely investigated or explored by the closest advisers and family members  of the two presidents who have been working with the most trusted agents within Ugandan Special Forces Command (SFC)  and the Rwandan Directorate of Military Intelligence (DMI),  the two leaders,  after years of real or faked conflicts between them and among their closest aides, have accelerated the plan and publicly took initiatives.

Sudden Rapprochement between General Yoweri Kaguta Museveni and  General Paul Kagame after  years of alleged Conflicts.

The rapprochement between General Yoweri Kaguta Museveni and  General Paul Kagame has accelerated  since January 2022. From January to March 2022, Lieutenant-General Muhoozi Kainerugaba visited Rwanda on two occasions,  while being given presidential receptions and received by Rwandan President Paul Kagame. The official reasons of his sudden visits were, accorrding to Rwanda's presidency,  "to discuss relations between Rwanda and Uganda". 

Meanwhile, Lieutenant-General Muhoozi Kainerugaba, announced through tweets that he was retiring  from the UPDF at 47 years old: “After 28 years of service in my glorious military, the greatest military in the world, I am happy to announce my retirement.” 

This type of announcement appeared similar to the one from his father in 2004. In April 2004, then Lieutenant-General Yoweri Kaguta Museveni, who was both Ugandan President  and Commander-in-Chief of the Ugandan armed forces, decided to retire from the army,  saying:  “I need to retire in order to fight new battles.”  The first step in the new battle was changing the Ugandan constitution to remain president for life.  General Paul Kagame did the same a few years later.

Visit of Paul Kagame to Uganda: Potential Kiss of Death To Get Ready Against Coups and Coup Attempts?

In just two years, Africa has known at least 45 military coups or coup attempts. The situation across the continent has worsened after almost 3 decades of respite.  Like in many other countries, there are growing signs that in Uganda and Rwanda, led by longterm dictators Yoweri Museveni and Paul Kagame, that the  political instability and popular discontent  could  worsen in the near future, setting a stage for potential military coups.

  Hence, as many sources have confirmed, it is the uneasiness that led the two leaders to get openly closer, after many years of alleged conflits. In fact,  according to some sources, the  widely reported conflits between the two leaders may not have been  be real, but  rather a fake proganda to fool the World and  their opposition groups and  activists, while the two leaders were working together in secrecy.

However, despite all the efforts to hide the facts,  the last visit of Paul Kagame to celebrate the 48th birthday of Lt Gen. Muhoozi Kaenerugaba has shown a potentiallly toxic relationship or a well crafted deception. In fact, according to sources, during the entire visit by Paul Kagame and the birthday celebrations, Yoweri Museveni never shook hand with Paul Kagame. Yoweri museveni did not even bother to send Paul Kagame away with a respectiful goodbye. At the same time, it appeared strange that the wife of Paul Kagame, Ms Jeannette Nyiramongi Kagame and his daughter Ms. Ange Kagame, the presumed heiress to the throne, did not attend  the celebrations, despite the expectations from Ms. Janet Kataaha Museveni and her daughters.

Hence, based on how Paul Kagame was received in Uganda,  the observers have concluded that despite the common goal of seeing their children, Lt Gen  Muhoozi Kainerugaba and Ms Ange Kagame,  inherit power, the divide appears still too wide to be filled soon.

Public Distractions, While Daugther  and Son Are Getting Ready For Power Inheritance?

The  recent  trips to Rwanda by  Lieutenant-General Muhoozi Kainerugaba, his presidential reception in Rwanda  and his  recent strange statements  praising Paul Kagame and calling for better relations between Uganda and Rwanda  have fueled the on-going speculations and rumors in the region:  Mr. Muhoozi Kainerugaba  and Paul Kagame's designated heir, Ms Ange Kagame,  are almost ready for power inheritance.

Hence, the observers and political opposition leaders, including those close to Ugandan political leader and singer Robert Kyagulanyi Ssentamu aka Bobi Wine,  have openly stated that the birthday celebrations were staged to prepare  the public for the ascension to power by  Lieutenant-General Muhoozi Kainerugaba.

AfroAmerica Network has also continued to receive  sensitive information from sources close to the Rwandan Department of Military Intelligence (DMI), pointing to a close collaboration between Yoweri Museveni and Paul Kagame,  prioritizing one of the four scenarios as reported by AfroAmerica in the previous articles.

  • Scenario 1: The ailing Paul Kagame peacefully leaves power, his daughter Ange Kagame takes over with the help from General Jean Bosco Kazura, Chief of Defence Staff of Rwanda Defence Force (RDF),  and her mother, Jeannette Nyiramongi Kagame,  and in collaboration with the young ally, Lt  Gen. Muhoozi Kainerugaba, now ready to inherit power from his own father.

However,  as before, the scenario has more probabilities but other scenarios also remain on the table, with more information being gathered and investigated. Afromerica Network continues to closely follow the story and will update as needed.
