On December 7, 2022, tensions between the leaders of the Hutu ethnic community in the Democratic Republic of the Congo (DRC)  and the Rwandan regime have escalated. The escalation followed the recent strong statements by DRC President Felix Tshisekedi in which he raised the tone against the Rwandan regime, calling it a demoniac system and urging the Congolese to help  Rwandans to overthrow the current Rwandan dictatorship.  On December 7, 2022, in a meeting with the leaders of the Community of Hutu ethnic group, Mr Otto Bahizi, the political and diplomacy advisor to the DRC Prime Minister Jean-Michel Sama Lukonde,  expressed his frustration with the Rwandan president and the Rwandan regime and the Congo Tutsis ethnic group.

Building on President Tshisekedi's remarks,  Mr Otto Bahizi, a prominent politician, who is  a member of Congolese Hutu ethnic group  expressed the feelings of the Hutu community and the frustration towards the members of Congolese Tutsi ethnic group who do not want to condemn the invasion of DRC by the Rwandan army, under the cover of M23  and other proxy rebels and militias and the widespread massacres of Congolese Hutus in Eastern DRC.

Addressing the leaders of the Hutu community, Mr Otto Bahizisaid:

"The Hutu community supports Félix Tshisekedi and denounces the massacres of Hutus by Rwandan Tutsis under the cover of  M23."

"The Hutus do not speak Kinyarwanda, they are Bantu. The Hutus sternly warn the Tutsis used by Paul Kagame to exterminate them. The Tutsis must not kill the Congolese Hutus under the pretext that they are members of the FDLR.  The Congolese Hutus do not need any protection from any country because they are not Rwandophones. The Congolese Hutus do not speak Kinyarwanda, they speak Kihutu."

"Kagame commits abuses in the DRC in the name of the Congolese Tutsis but these Tutsis do not say anything;   if they really say they are Congolese,  they should dissociate themselves from the words of the genocidaire Kagame."

"Rwandophonie" is a concept created by Kagame. Just to attack the DRC.  Kagame  must engage in a dialogue with the true FDLR.  In fact, we learned that he has been mobilizing fake FDLR troops, sending them back to the DRC over and over again, and then invading the DRC, pretending to pursue the FDLR here, in the DRC."

Referring to widespread massacres in Eastern DRC committed by M23 rebels and other proxy militias founded, funded, supported, and reinforced by the Rwandan military over decades, such as M23, CRD, CNDP,  Mr. Otto Bahizi said:
In most of the mass graves in Rutshuru, it is only Hutus who are burried there; no Tutsis in those graves. We must unite together, Hunde, Nande, Hutu, Tutsi.. and fight against Paul Kagame and his oligarchy

In a meeting with the Congolese youth leaders leaders, on December 4, 2022 President Felix Tshisekedi  urged the Congolese people to have empathy for and support the oppressed Rwandan people. He pressed the Congolese to actively target the Rwandan oligarch Paul Kagame and his evil minority oligarchy oppressing the Rwandan people. The statements came as a reaction to the recent remarks made by the  Rwandan dictator Paul Kagame in an address to the nation, in which he blamed  Tshisekedi for using attacks and invasion of DRC by Rwandan founded, funded and supported  M23 fighters to postpone elections ().

The statements by Otto Bahizi, building on  the speeches by Felix Tshisekedi and Paul Kagame,  have fueled the already worsening tension in the Great Lakes Region of Africa, which includes Rwanda and DRC. The question about the intentions of  Felix Tshisekedi and DRC leaders and the potential reaction by the Rwandan leaders Paul Kagame and his oligarchy has been even more pressing:

  • Is Felix Tshisekedi planning to invade Rwanda and help overthrow the Rwandan dictator Paul Kagame?
  • Will the Rwandan dictator Paul Kagame outsmart  Felix Tshisekedi, with insidious schemes, like he did for Laurent-Desire Kabila?

Meanwhile, sources with the Rwandan Defense Forces and Department of Military Intelligence continue to provide detailed  information to  AfroAmerica Network that given the geopolitical situation in the region and the concerns regarding the condemnations by the international community, Paul Kagame has been reviewing his strategy for his replacement, including designating a new, though  controversial, asset who will replace him, instead of his daughter, Mrs. Ange Kagame, as planned before (see here: Africa - Uganda - Rwanda: Ugandan and Rwandan Longterm Leaders, Yoweri Museveni and Paul Kagame, Preparing their Son and Daughter for Power Inheritance.

AfroAmerica Network is still  closely following the situation and gathering more information.  Expect a report on the new dynamics soon.
